How to Work with a Thai OEM Cosmetics Manufacturer: Private Label from Brief to Shelf

Thailand is a major hub for private-label skincare, haircare and spa products. Here is how OEM/ODM cosmetics manufacturing works in Thailand, what to prepare, and how to avoid the classic mistakes.

How to Work with a Thai OEM Cosmetics Manufacturer: Private Label from Brief to Shelf

Brand owners from Southeast Asia, the Middle East, Europe and the US increasingly choose Thai OEM cosmetics manufacturers for skincare, haircare, body care and spa lines. Thailand combines GMP-certified factories, strong natural-ingredient supply (coconut, rice bran, herbal extracts) and flexible private-label services. This guide explains how the process works so your first project runs smoothly.

OEM vs ODM vs private label — know what you are asking for

  • ODM (Original Design Manufacturer) — the factory offers ready-made, tested formulas; you choose, tweak packaging and brand it. Fastest route to market.
  • OEM (Original Equipment Manufacturer) — the factory produces your formula or develops one to your brief. More control, longer development.
  • Private label / white label — commercial term for putting your brand on the product; it can sit on either model above.

Prepare a clear brief

Factories quote faster and more accurately when you state: product type and texture, target market and retail price band, key claims (e.g. brightening, anti-ageing, natural, vegan), preferred actives, packaging type and size, estimated quantity per SKU, and required certifications. "I want a serum" gets a vague answer; "a 30 ml brightening serum with niacinamide for the Vietnamese market, airless pump, ~5,000 units per SKU" gets a real one.

Regulatory basics: Thai FDA and your destination

In Thailand cosmetics must be notified with the Thai FDA before sale, and a reputable OEM partner handles notification for products it makes. For export, the destination market's rules apply too — for example EU CPNP notification and a Product Information File, or ASEAN Cosmetic Directive requirements. Ask your factory which markets it already supports; experienced exporters will have the documentation templates ready.

Certifications worth asking for

GMP (ASEAN or ISO 22716) is the baseline for a serious cosmetics factory. Depending on your positioning, also ask about Halal, cruelty-free / vegan declarations, organic ingredient certificates and stability and microbiological test reports for your formula.

Timeline and MOQ — what to expect

Minimum order quantities and lead times vary widely by factory, formula and packaging — an ODM stock formula in stock packaging is quickest; a new OEM formula with custom packaging takes longest because of formulation rounds, stability testing, artwork and packaging lead times. Do not assume; put MOQ, sample rounds, lead time and payment terms in writing in the quotation.

Red flags

  • No GMP certificate or reluctance to show factory photos/video.
  • Quotes with no breakdown of formula, packaging and printing.
  • "We can do any claim" — serious factories tell you which claims they can substantiate.
